As it is, this system should be pretty cool and quiet, although the stock cooler might pose a problem as far as noise is concerned. If you find it to be too noisy, I'd suggest a Zalman CNPS-7700cu. With the fan turned on low, it's barely audible and still cools decently.
Also, I know the PSU is a bit expensive for a budget build, but it's the cheapest modular PSU I saw from a more reliable brand.
The mobo has integrated video, but it also has a PCI-E slot if you want to upgrade in the future.
