small amount of rust in wheel well area

I've got a very small amount of rust beginning in the wheel well / fender above my driver's rear tire. It looks like the metal of the fender and wheel well got separated at some point allowing water to hang out in there. It's a very small amount and right now looks very much like dirt spots rather than rust.

Just wondering if anyone has an idea of what they'll do to fix it and what the associated charges would be. Car is dark green, a 98 Buick Regal GS in case it matters.

Is that the side of the gas cap or is the gas cap on the passenger side? A weak point in many cars is under the gas cap, water can get in there through the gas door and rust the fender, unfortunately it usually rusts from the back through to the front so what looks like minor little spots can actually be much more major :(

Doesn't cost anything if you ignore it like I am on my caravan. Only problem is the inspection guys barely pasted me this year and a big chunk has fallen off since then. I'm planning to fix it with duct tape before I go next year.

My Dad and I used to cut up an old license plate with tin snips, then bend it so that it fits the wheel well, screw it in with sheet metal screws, and then coat it with undercoat. This actually works pretty well.
