Slowing fan speed...?

several ways you can do it
run less voltage (5v or 7v) is how I would do it, if your fan can operate ok that way

 
Why do you want it slowed? Is it just too loud? Maybe you could look into buying a different fan instead of trying to switch wires or change the voltage; just getting a new fan would be less risky.
 
I just did it on a 1.1A Celeron HSF yesterday. I 7-volted the retail fan. It's so quiet you can't even hear it from a foot away. Temps are fine. It's the ghetto method of quiet cooling but you can get away with it on a Celeron. Why spend $$ for aftermarket high performance cooling apparatus if you don't need to?
