slowing down a DVD computer drive

Hallo, I was wondering if this would be possible. I have heard about programs slowing down cd-roms. The problem is that my Pioneer 16X slot loading drive is just a bit too loud. Is it trying to read the DVD at 16X? I'm sure it only needs to read it at 1X. As always any help would be appreciated.

All DVD movies are read at 1X, tho I believe the disc rotates at a speed set
by the drive. ie a 16X drive spins faster at all times than a 10X one...
