Slower internet speeds after restoring image.

I restored an image of my OS (winXP pro w/sp2) I had made back in february just to kind of clean house. Went and did a speed test and this is what I got.

1523 / 369 (Kbps)
(185.9 / 45.1 KB/sec)
Compared to the average of 2244 tests from comcast.net:
* download is 79% worse, upload is 58% worse


I know for a fact my download speed was much higher before I restored this image. It was somewhere around 6000 Kbps or so. ANy good tweaks/tips/settings to get me back up to where I was before the fresh install? I don't remmber having to do anything the last time I actaully did a fresh install but hoping someone has some ideas.
 
Do you have another system to test your Internet speeds with? There is the slight chance that your ISP is/was suffering from bandwidth issues or doing an upgrade in your area, in turn, affecting your speeds.
 
Thanks guys. I knew something was off. Guess it was just my ISP.

* download is 31% better, upload is 58% worse
