Slower Internet Connection after returning from Spring Break

I am in a dorm network and for some reason once I got back from Spring Break.. it has been a lot slower.. is there anyway I can figure out why the internet connection is so slow? Due to network congestion? It never used to be like this.. how would I go about figuring this out and how would I fix this?
