Slowdown in Internet connection

My gf is having trouble with her internet connection. It is ethernet cable connection provided by the university. It was working well in her former house, but since she has moved to the new house it has been very slow. Can such thing happen because of software problems? Her computer otherwise functions perfectly. I don;t think it is because of lot of people using file sharing programs. It just seems to be her problem and I cannot figure out whether it is a software problem or is it becoz of defective ethernet cable. If the ethernet cable is defective it shouldn't even connect should it? Also, it is not just IE problem because the telnet program also works slowly. Please help if you can.

Could be caused by faulty/inadequate cabling. Also does the university have any sort of Bandwidth Trottling in effect? If you dont mind me asking, what university is it?

Thanks for replying guys.
I don't think its bandwidth throttle effect because other people in her apartment complex don't have this problem. There speeds are good.
As to spyware I have installed adware and have been using it. So I don't know unless there is spyware which adware cannot find.

Minendo can you please explain what you mean by inadequate/faulty cabling. Do you think changing my ethernet cable may help??
