Slow website, thoughts?

I have been writing a yearlong research project on ASEAN integration, specifically about free trade in the region. My only problem lately has been the attrociously slow website of ASEAN, www.aseansec.org . It has always been slow to access but I downloaded a mirror of the website with WinHTTrack and found that useable for awhile. However it got out of date quickly and took over 6 days to redownload (figure max speed was 1.6kb per sec, lotsa PDF files involved, etc.).

I assume its just a rather horrid bandwidth connection for their server but does anyone have any thoughts for speeding up the download/viewing process? Any help would be appreciated.
