Slow Transfer/Burst Rate on Hard Drive

I bought an HP desktop with a Seagate 7200.11 750GB hard drive and the desktop occasionally freezes for a split second. I ran HDTune and the results I got seem to be the problem:

Transfer Rates
Minimum: 40.2 MB
Maximum: 105.6 MB
Average: 80.3 MB

Access Time: 16.9 ms
Burst Rate: 78.7 MB
CPU Usage: 2.4%

Based on the low burst rate and access time, I thought the hard drive was running in SATA 150 mode but the jumper was not there in the first place. The motherboard itself is an AMD 780G with the bios set to RAID right now.

Hmm, I guess it is possible.
Then again, it could be a faulty SATA cable...

For the freezing, check your event viewer, and take note of any warnings/errors that have to do with the disk.

Not sure if this is proper, so please excuse and direct me. My system is raided but not of great performance. Has anybody used Highpoint Rocketraid cards?
