Slow running XP on P4 1.6

My roommate's laptop is running kind of slow. He has a P4 1.6 GHz processor and a 30 gig hard drive.
I've done numerous cleanup utilities, such as ad-aware, ccleaner and ace utilities, cleaned up temp files, etc. I've also defragged it twice. However, it still lags, for example, when you click on the start menu, or open programs.

Is there other things that I need to do to make it run faster? Or will 1.6 always be too slow to run XP?

if he has less than 256mb of ram, tell him to use windows 2000 instead. p4 1.6ghz is enough, however, the amount of ram is just as important.
