slow restart/shutdown

when im restarting or shutting down it takes 3 minutes or so, and the point at which it spends the most time is during the windows "Saving settings" (I'm running windows 2000) any idea as to why it's doing this? this is a new system btw:

amd 64 3000+ winchestor core 90nm

abit av8 micro guru

pdp ram pc3200 2x512mb 2-2-2-5

seagate IDE 7200rpm 80gb

zalman hs/fan

400wt smart power, came w/antec server case

happens with all three video cards i've used

nothing has been overclocked

how old is the install of Win 2k? are you running any anti viri, hardware or software firewalls, spyware or ad programs? it sounds like a windows problem not a hardware one.
