Slow New Window in Explorer on XP

If I click on a link that opens a new window (either by JavaScript or target=_blank), the new window will take 3-5 seconds to build, but if I shift-click a link or right-click and choose Open in New Window, it comes up right away. It's as if the browser is waiting for content before it shows the new window, and on top of that, makes it so I really can't do anything else in IE. Makes pop-unders especially annoying. This is on XP Home, IE6. I have IE6 on ME and it does not exhibit this behavior.

This is actually just a cut and paste from someone else's description but it's the same problem for me. His problem didn't have a solution and I was hoping there was a little bit of help here in the Anandtech forums. Any help is really appreciated.

I searched and couldn't find anything, so please don't just say "Try the search button." If there are other threads on this topic, please tell me what to search for to find them or provide a link. I feel like I tried everything.

Thanks.
