Slow loading steam

When I click on steam to open it it takes exactly 21 seconds to open. This started after the windows update a few days ago. Any clue what's going on?

You can just reinstalling Steam, won't take long to reinstall as your games don't get deleted.

Seems like it's a windows problem and not a steam issue. I'll give it a try though.
