slow lan speeds

I'm hooked up to a 10mpbs college lan, yet I can't get any decent transfer rates...CNet's bandwidth meter consistenly reports about 240kbps, which is 30KB/sec, not fast at all for a lan...other people around here report much much higher downloading, so I'm thinking there's some sort of config problem. I noticed download rates vary from 5KB/sec to 60KB/sec depending on the site, but still about one tenth what I'd think it would be. I don't know a lot about networking so I'm trying to find out what could be wrong, or what settings I could change to optimize it.

sorry, I meant internet, not browsing the lan. I thought I was connecting to the internet through the lan though. still, isn't that slow internet for my connection?
 
when u DL it depends on if the server you're DLing from can handle it too, right? maybe your campus has alotta traffic also.
 
I don't know about campus traffic, because others around campus get very high downloads...and I'm getting the same download speeds consistently throughout the day...I'll have to find out about internet tech support here...still, I don't understand why it's so slow at times
