Slow home network?

I have 2 computers on my network and I get a ping of 15-20 between the two of them. I am running win98se on both machines and the slowest of the two is a 800mhz T-Bird. I am using a Linksys EZXS88W EtherFast 8-Port 10/100 Switch and LNE100TX adapters. Is that a high ping for my setup? Also, can anyone recommend a 4-port router that wont cost much more then $120? I would like one that would have the best security options. Thanks.
