Slow HD transfer rate?

I've got a system with an IDE hard drive running as the OS drive (Win7), a 1TB WD black drive and just put in a new 2TB WD green drive.

I'm copying all the data from the 1TB drive to the new 2TB drive, and according to windows, it's only transferring at ~60MB/Sec.

Both drives have a listed speed of > 100MB/Sec.

Any thoughts on why it's going so slow?
 
that's pretty good - not everything is steady sequential transfer, especially if you are copying small files

to reach that max speed, you'd have to copy huge single file that has no fragments and lies on beginning of first drive to second drive that has empty space at beginning of drive as well.
 
That speed is as fast as you can get with a Green drive. Also maybe the files on your source drives are severely fragmented which contributes for transfer speed decrease...
