slow freakin internet

I'm living in Puerto Rico right now. Worst internet service you can imagine.
I have a 128 cable connection that I can download at about 12 KBps (when it works), and a 256 DSL line in the house that allows me to d/l at about 22-28 KBps. Here is what gets me. I can have multiple downloads going with the cable, with the DSL 1 download at a time and nothing else works "Page cannot be Displayed" in IE and such. Why is that, and why does it seem that the DSL hogs all the bandwidth during a download.

Also Is there any solution out there where I could plug both of these modem connections into say a router and use the combined speed. Use the top end speed of the DSL and the low end torque of the Cable?
