Slow fan no boot with 4 Pin ATX

I'm working on a PC which when I disconnect the 4 pin ATX connector the CPU fan spins at full speed, but when I connect the 4 pin there is a really low fan speed.

With both methods I get no BIOS or video out put. I have tried many things including removing and placing the CMOS battery back, reseating the CPU and RAM. Disconnecting all extra peripherals like HD and DVD.

I have a DMM that I was testing the PSU with and I'm getting normal readings on everything. Is there a way to test the 4 PIN ATX connector with the DMM? When I test each set individually (pin 1/3 and pin 2/4) they give good readings (12.03v) but I think the problem might be when they are both active at once?

Is there a possible short in the MB? Do you think this is an issue with the MB or the PSU?
