Slow Browser Speed...

For past month, my download and browsing speed using any browser (Firefox, Opera, IE) has been slow, downloads typically going no faster than 6 KB/s. Downloads/uploads using P2P, torrents, and FTP were fine, however. Don't know what exactly caused the change, but restoring to before that point did not help, and the various virus scans and spyware detection software could not detect any malware. So I tried, for the first time, running the software that came with my broadband service (Optimum Online). During setup, the software detected an error with my connection (which is via USB) and attempted to fix it; I heard the faimilar USB disconnect sound and then reconnect after a pause of about 15 seconds. Lo and behold, my normal browser speed was returned, along with the high download speed (600 KB/S on average) that I was used to. But even better- somehow my upload speed became faster, jumping from the normal 20 KB/s to 108 KB/s!

While the upload speed remained high, my download/browsing speed (in browsers and download managers like FlashGet) went back to 6 KB/s after a few days. I ran the Optimum Online CD connection wizard again, and the problem was fixed, but again, it was short lived (not even 2 days). I've tried since then to use winsockfix and other utilities to fix the problem, but none has helped. I ran HijackThis! and msconfig, but no unusual programs whatsoever.

So now I am convinced it is some networking problem, which isn't surprising considering I had trouble setting up my broadband when I built this pc 6 months ago. I say networking, but really this is the only PC hooked up, and it is connected via USB. I know it's better to use ethernet to connect to modem, but I couldn't get it setup properly with it.
If anyone has any ideas on how to fix, please help me.

EDIT: I forgot to add that I've been experiencing sporadic lag in Halo PC. For the most part my ping would remain within normal range (60-120), but then it would spike to like 1000+, just out of the blue. Really annoying. Also, streaming video or audio has been slow, and very often I would have to wait for the connection to rebuffer. Also very annoying.

EDIT #2: No longer a problem. I just run the setup tool every 3 days or so, and both my upload and download speeds remain fast, and no more browser or lag issues. Hehe, I love Optimum 🙂
 
Useless Answer:

It happens to me but between 12:00pm - 3:00 pm, but also full time slowness that one was corrected with a format and install.
 
usb connection sucks, swap to Ethernet, unless you have a dedicated USB controller JUST for network (and even then).
