Slow broadband internet browsing.

I recently switched from a 256k Cable internet service from McleodUSA to a 5mbps cable internet service through Mediacom. The problem im having is that web browsing with the new, supposedly faster internet is not very fast. Downloads are much much faster and now I can actually watch streaming video. But for some reason the web browsing is slow, slower than the old 256k. I did a test on dslreports.com and my speed is about 1.5mbps which doesnt make sense because I am supposed to be getting 5mbps, I understand that it might be a little lower, but this is a huge difference. Also, when im trying to download something, say on bittorrent and it is going at like 25kbps it slows my internet down to a crawl, even though that is small fraction of my bandwith. Another thing I dont understand is when I do the test on dslreports why does it say 1.5mbps/ 103kbps download,29kbps upload? So what is the 1.5mbps, which is supposed to be 5mbps download? That isnt actually how fast its supposed to download?

EDIT: Could it be the router? Its a Dlink wireless-g. I ran the test on both the desktop which is wired to the router and my laptop over a wireless connection, I get the same results either way.

Its 4.2.2.2. Should I change it to 4.2.2.1? I dont even really know what the DNS does or is but thats what the people at D-link support told me to set it too.
