Can i take my current slot 1 retail cpu and take the retail HSF off of it and put it on a 700 slot 1 oem chip?

It depend on what kind of slot 1 CPUs they are (i.e. celeron, p2, p3.).

even if your current cpu is a p3, removing the heatsink may break part of the plastic infrastructure which holds the heatsink firmly in place. assuming you can remove everything without damage, you will need to completely remove all traces of thermal material from heatsink & apply a fresh layer.
IMO, best to just get an aftermarket heatsink!
