What would you say is wrong with a computer that has been formatted (both low-level and high-level) because it was slow, and was still slow after the formats?

The specs of the computer are:

Packard Bell Multimedia M415:
- 166Mhz Processor (Intel)
- 24MB RAM
- Windows 98 SE (initially came with 95)
- 3.2 GB HD (Seagate)
- BCD 16x CD-ROM Drive
- Realtek RTL8029(AS) PCI Ethernet Card
- Crystal PnP Audio System (sound card)
- Rockwell V.34 Plug + Play Modem (33.6)
- S3 Trio 64V2 - DX/GX (775/785) - Display Adapter

Now, I know computers that are this old are prone to being slow, but not this slow. I have a similar computer upstairs (it's a 133Mhz - 16MB Gateway) and is running Windows 98 *a lot* faster than this Packard Bell is.

I swear it takes more than 5 min to get past the Windows 98 splash screen and another 5 just to load the startup apps (which is kept minimal of course).

sounds to me if you've reformated and loaded, and it's still slow, it's just old. Some fare better than others with age. PB says it all. Mine wasn't as slow as you state, but I'm finally passing on my PB155 with AMD-K6 8G HDD with 128ram. It just isnt the same. Even other pcs with less than that are acting nicer than my PB.

Maybe it's just time to let it die, in peace........

Another possibility could be a sub-5400rpm hard drive. That will make any old computer even more dog slow than what grief the other components are already giving it! I'm having this problem with an old 1996 Acer Aspire (yeah, those cool, sleek black cases, but with crap inside them) with a 1.2GB Quantum Fireball. The hdd is loud as all get out and takes 5 minutes at least for Windows95 to boot onto the desktop, and there's nothing in the Startup menu. Insane. I upgraded the RAM from 16MB to 128MB and I didn't see one difference. Anyway, see if that PB performs any faster with a more modern hard drive. If it does, you've found your culprit. Best of luck!
