Slipstreaming SP2 into XP SP1 CD

For some reason when I try to use the following command:

F:\sp2\i386\update> update -s:F:\xp

nothing happens. What could be the issue?

1) I am on Windows 2000 Server Enterprise Ed.
2) F: is my second HDD and is not a system/bootable disk.
-- if this info is of any use.

On some website, there was a variant of above command:
F:\sp2\i386\update> update /s:F:\xp

This does not work either.

Am doing anything wrong?

Is 'update' the XP SP2 exe file?
