Ill start with an example:

Something like this, but in mATX form.

::Requirements::

-Only as wide as a PCIE GFX Card requires. Most cases have an extra 2-3" for PSU and Drive Bays.

-Sideways Drive Bay for optical drive. Required for slim design.

-Sideways or SFX PSU for slim design. only 450w required for SFX is fine.

-Atleast 1 front USB 3.0 port.

Ultimately, I am looking for a Micro ATX case that can fit in a entertainment stand...

A PCIe graphics card can require as much height as a PSU is wide, if it has connectors for power on its top edge. Even if not, you might need over 5". Mine is 5.5" tall, not counting the cabling, for example.

My old 7300GT, a card that was under $40 while current, probably wouldn't even fit in that nMEDIAPC case.

You have two variables, the case and video card. To usefully set your size limit, you need to set a limit on video card height, which may or may not also involve setting a limit on cost and performance.
