My specs are i5 3570 @4Ghz. 8 gigs of 2133Mhz RAM. and a 7970 at stock which is 1GHz. I really need to get further in this game, I always end up putting off my mission to violently murder everybody in the city.

Here's what I got with a single 7870 on stock speeds. Max settings at 1080p along with the HD texture pack. Vsync and FPS limiter turned off. Does this look about right?

Turning down motion blur, AA, and SSAO gives me an (almost) consistent 60fps during regular gameplay.

Yep about right. Have you tried AA on normal and everything else all the way? How does that look and play?

I'm glad you suggested this. I haven't ran FRAPS with it during regular gameplay.

And I'll be damned, it runs quite well. With AA on normal and everything else all the way, I'm getting probably ~55 fps average outdoors, occasionally dipping into the 40's during more intense scenes. Getting well over 60 in indoor areas of course. (I only have a 60hz monitor, so I consider 60 fps or more to be golden). It plays and looks great.

Looks like AA on Extreme definitely takes a bigger performance hit than the other settings.
