Sleep mode, chirping noise, wont wake up until PSU is discharged and powered back up

When my computer goes to sleep, after about 15 or 20 seconds, I hear an odd quiet chirping noise which I think is coming from my PSU.

The noise is hard to explain, but it sounds kind of electrical in nature.. I don't know if you've ever heard the quiet chirp noise when the power finally discharges after a few seconds when a computer is shut down, but that's what it sounds like, only repeated rhythmically.

If my speakers are on while this chirping is going on, the subwoofer will thump with every chirp, which makes our dog go insane. My motherboard also has built-in power and reset switches that are lit up with red and green LEDs. These LEDs flicker in time with the chirping.

Now if that's not strange enough, my computer will not start up once it's gone to sleep unless i turn off the PSU to discharge it, then turn it back on, and hit the power switch on the tower. However, if I turn the PSU off, let it discharge, turn the PSU back on, and do NOT turn the computer again, after about 20 seconds, the chirping will start again, and I will not be able to power on the PC until discharging again. That was a mouth full, but hopefully the description was clear.

This PSU is a little on the old side, I bought it in 2005, but all of the required connections are there for the motherboard and graphics card. I didn't have this problem until upgrading my Core i7 upgrade (see specs in the signature)

Maybe it's just time I bought a new PSU?

EDIT: Asus has a BIOS update that fixes hanging after S3 Sleep resume. I have this update. (using version 504)
