SLA monitoring?

We have a new business requirement to provide SLA information to clients on our internal systems. Does anyone have any ideas on how something like this can be accomplished? We need the time between each device in the chain incoming and outgoing. Devices in the mix are Juniper firewalls, Cisco switches, F5 load balancers and Windows servers (one IIS and another is SQL - both Win 2k3). I know about the Cisco IP SLA stuff, but that will give stats to/from the switch/router itself and not truly from a device to device standpoint.

Anyone have any suggestions? Thanks.
