Skyrim performance issue/fix

i'm having a weird issue where when i first start off in a game, everything maxed, it runs slow. but if i minimize the game and them maximize it, it runs perfectly smooth. it goes back to running poorly anytime a new area is loaded or if i go to the game menu. so it's a pain to keep minimizing and maximizing to get it to run properly. any ideas?
