Skins for Windows

Is there any skins for Windows?

I am not talking about "Desktop Themes" but rather about a "real" skin that makes all the buttons, windows look diffrently?

Well I use skins from Hotbar.com,they are free & I`ve had no problems with them ,so yes I would say so.
