Unfortunately, most computer-type activities are through BPA, not SkillsUSA/VICA. I'm not familiar with SkillsUSA, other than the limited involvement I had with it while I was a vocational student (and later an employee at the same school).
That said, I hear that their testing is roughly the same as BPA... that is, subpar. It would surprise me if you actually do hands-on -- they didn't in the past, it was only a rather easy multiple-choice test. And even *that* was alarmingly difficult for some of the IT-related students to pass.
