Size vs Size on Disk. Win XP shows both. read inside for question.

The way i understand it, size = actual size, size on disk = size plus whatever overhead the cluster size is going to cause.

so what media will use actual size?? just cd's and dvd's??

 
if you do packet writing to CDs, I suspect there will be a cost overhead. Isn't that why people are able to overburn the disks? The capacity of the CD is actually more than the quoted capacity?
