If it's for peaceful purposes, then why don't they buy late-edition CANDU reactors? Its uranium does not have to be enriched and the reactor design makes it harder to produce weapon-grade material as a byproduct. In fact, a CANDU reactor can be used to dispose of weapon-grade material and plutonium.

ICBMs are for the super powers, no one needs them to deliver a weapon ? you can drive a truck or plane across the border and NO ONE is going to stop you.

Perhaps I was unclear. I don't think these countries seek nuclear technology because of the US, but indeed, once they get it, it'll be US problem just like it's gonna be anybody else's.

Under Clinton, inspectors were in NK and nuclear waste was accounted for. Then the "Contract with America" Republicans took over Congress and worked systematically to renege on the US's promises to NK which led to NK eventually kicking out the inspectors.
