Sis 650 IRQ issues in w2k

i am having Sis 650 IRQ issues in w2k. i have a dual boot sstem w/ 98 and 2k and everything is fine in 98, but in 2k the sound and usb have their own IRQs, but in device manager they show as not being available. any ideas?
 
Well if the board's BIOS makers enabled the SiS 650 to the best of its capabilities, then W2K should have installed in "ACPI Uniprocessor PC" mode. In that mode, the extended interrupt controllers are being used, so PCI and chipset internal devices reside on IRQ lines above 16. Ye olde DOS based Windows 9x can't use this piece of hardware, so everything is being routed back onto the ISA compatible IRQs 0-15.

Now what exactly is your problem?
