Sirc32 error in Windows 98

Hi. I reformatted my computer today, because it was running like a crawl. After installin Win98Se I installed Win2k and set up the drivers and everything. When I went back to Win98, it said that a file called Sirc32.exe was missing. I searched for it and I couldn't find it. Without it, I can't run any applications at all! Nothing! The weird thing is that I searched my dad's computer (win98SE), and the only file I found was Sirc32.lgc. I copied it to my system and then renamed it Sirc32.exe. But the file wouldn't work (I still couldn't run anything on the OS). I reinstalled the OS on top of itself, but that didn't fix anything.
 
Thanks for the help. Indeed, my systems have been afflicted by the virus, because my friend was using Outlook express, and I was careless enough to open the file.
