I figured it out..lol
Turns on the newest beta drivers fixed the problem. Use the 290.36 drivers and min frame jumps back up to normal. I was using 285.79 before. Also, no more sparkles in the benchmark..though text is fuzzy.
However the IQ is TERRIBLE. The graphics are all washed out and so is text.
Edit: I found out how to "fix" the blurry text..you have to run 3d games in D9 mode..wtf? DX10/11 gives blurry text to me no matter what game.
