The past week or two everyones been reccomending opteron dual core to people, why? Whats the big difference between this and the X2? Why has it only been recommended recently, are dual core opterons new or somthing?

Mostly because the opterons have more cache than the 3800 X2, and are cheaper, and overclock just as well. So faster chip for less money.

Any motherboard or on die mem controller worth it's salt should be able to reach 300HTT.
So let me see, getting a dual core that possibly can do 2.7ghz with 1mb for each core for just under $300? Yup, looks like a pretty good deal to me.
