Since when did Paypal require a Member Number when adding a CC?

Has any one added a CC to there Paypal account within the last day? I have to make a payment when I added my CC it said wait till there is a charge on the billing statement then enter the # in the item description on your charge?!? Can someone please try to add a CC to there account to see if they get the same message please? I want to know if it is only my CC?
 
no, i just had to go thru the same thing last week. it is their new policy. To "verify" you credit card they will charge you 1.95. After you verify it and send a payment they will give you a 1.95 "bonus".
