Since when did a blue-collar job require a resume?

I'm talking about a job that pays you by the hour. It seems like almost every job right now that isn't fast food requires some type of resume. Was this the same prior the tech boom?

Some fast food places want a resume along with their regular application form.

I am an engineer but I am paid a salary. A family member is also an engineer and he is paid hourly (over $70/h). We both need resumes. :)

I know some hourly employees that pull in 6 figures.

Also almost any employer since dawn of man has required a 'resume' unless you were standing in the corner labor pool. Then just being able to get into the back of a pickup is enough.
