It's not possible to use custom avatars because then users will try to take advantage of the situation(posting pr0n, spam, using humongo gifs, jpgs that waste bandwith)

Why not set a limit of 64x64, require them to be PNG, and have them screened?

You could make all the mods also Avatar-Reviewers or special Avatar-Reviewers. I'm sure some people are willing to help out.

wouldn't be as hard as you say. there would be a lot of policing by members who would report violators to mods.
