Simpsons Avatar JPG - image going splotchy - how to fix?

The simpsons movie website has a feature where you can build a simpson avatar of youself.

It saves the file as jpg. When you look at it closely you see splotches. Instead of a straight 1 color shirt, you find dots and spots of a slightly different color.

I would like to have crisp images, as I am taking a bunch of them putting them into a shot and hope to print them for framing.

What's the best way to stop this or fix it? I can fix it slowly, fixing each image by hand, but hoping for something better. Reducing color count, helps somewhat but creates other dots.

I can open it with some program - or save as jog.

I tried saving as gif after chooseing open with MS viewer, but still get the splotches.

it's jpeg compression artifacts from being saved as a jpeg at any point.

try taking a screen capture when you're in your browser after completing it, then save that as a gif. (or a PNG)

I had tried screenshots, but the image end up smaller, a little cut off, and without the nice white background. They seem to be very slightly better - saved it as jpg.
I just tried saving the ss as gif and find when I reopen it there is an awful dotting pattern - mainly across the skin color.

Since I can't seem to save it crisp, is there a function on paint shop pro or photoshop or gimp that will fix the image? (I have those programs but am not an expert in using them)
