Simple Question- Power switch Delay in powering off computer

I know that it is a function of my motherboard to delay powering down the computer until you hold the button down for 5-6 seconds or something. I've read the manual but I can't figure out how to disable this function... where the computer turns off right away. My wife, bless her simple soul, has managed to leave my computer on overnight, over weekends, over a week-long vacation... is it a BIOS function or a motherboard jumper or something that is holding me back?
 
Some bioses have the setting to change it..... let me guess.. you have win 98 and it hangs on shutdown... ?
