Simple photo editing software

I'm looking for a simple photo editing application. I don't need anything like Photoshop quality. I'd like the ability to type text on photos, draw arrows, circle or highlight sections of the image. An example: I take a picture of a damaged pipe and I want to circle or highlight the damage, put an arrow pointing to it, type a description on the photo, save it and then email it to someone. Do you have any recomendations? MS Paint could almost do it... but it's so old and clunky!
Something free and really user friendly would be optimal... so I can pass it on to my not-so-tech-savy co-workers. But I am willing to spend up to $50 if necessary.

L View is pretty user friendly.

For a couple bucks to cover shipping I'd send you one of the extra copies of the freebie Photoshop Lite that I have laying around from one of my digital camera purchases.
 
paint.net would perfectly fit your needs I'd think.

It was designed as a more powerful replacement for MS paint, but should be pretty simple to use for basic tasks like that. It looks like it has some Gimp/Photoshop-like functionality such as layers, but you might not need to be concerned with such for doing basic tasks.

Free too... ~50mb download last I remember.
 
Most people would say GIMP, but I always thought it was such a painful program to use.

Will have to check out that paint.net.

(EDIT: I currently use corel photo paint 11.)
