Okay, so let's try this a different way.
If the ipad has 3g on the top left corner, it's burning data. If it's a radar like symbol, it's on wifi and not burning data.

Most modern smart devices (iOS, Android, WinPho, etc) will connect automatically to known wireless networks and seamlessly switch over to them for data usage. As NS1 said, you can tell by the indicator in the upper corner.
Thats because it assumes the wifi is set up properly. You cant fault the device if the wifi is not set up properly and has no internet. You expect to much from apple.What's annoying is when it tries to use a WiFi connection that has no connectivity to the Internet, it doesn't automatically go back to 3G, or indicate that the WiFi connection is useless (I'd like a red indicator or something).

It would be a reasonable complaint if say Android devices did do what he was asking. I don't know if they do or not.
on ICS at least, the data indicator will be gray instead of blue if there is no internet connectivity, i think.
