Simple car question

I need to lube the hinges and locks. The hinges look like they are getting a little rusty, do I need to sand them before applying lube? Should I used sand paper? What kind of lube and how should I apply it.

What kind of lube for the door locks? I'm a little worried about stuff freezing (New England gets a little cold) during the winter, and about the little light that illuminates inside the door lock. I don't want to short something out there.

Answers with details and explanations will be very much appreciated. I'm a newb on this stuff.

Unless you're making it into a show car, don't worry about the rust. You're not likely to fix it where it matters anyways (the contact areas). This is a good product for this application:

You want something with good adhesion. If you want a more easily available product, I would say that white lithium should do the job.
