Possibly FacetheJury? It used to show everyone's contact information, but now you need to be a premium member (paying). Many of the girls still put their contact info in their profile anyway.

I've seen the site you're talking about, but I don't recall the URL. Went there after a friend of mine was upset by something she saw. Apparently, another girl on there had taken a few of my friend's pictures and pawned them off as her own. We both of course felt obligated to leave a few constructive comments on the page.
