SimCity 4 and new ATI cards problems?

Is there some incompatilbility between newer ATi cards and Simcity 4? I just put together a system with a 3+GHz Core2 Duo and ATi 3850 card, and Simcity 4 is unplayable when hardware acceleration is turned on. Played fine with my old X800 Radeon. Runs OK with software rendering, but doesn't look that great.

Yes, simcity 4 has never played nicely with ATI hardware, it ran like crap on my old X1900XT, i think what happened was ATI blamed maxis/EA and they blamed ATI and ah heck all was done to fix the problem. It actually ran better with software rendering rather than hardware.

I guess the problem still exists with the new 3xxx series.

I had the same problem with my System but it works fine now. I'm not 100% sure of what I did to fix it (been a long time), but it may be this:
