Naw, you get the biggest city by going in concentric rings. R in the middle, C in a ring around it, then I on the outside.

| and _ are roads, ... is just a spacer. Space between roads is R,C,I. Inner rings are R, middle rings are C, outer rings are I. Kinda weird that you can have roads so that no Rs have access to the C or I, but that's the complexity of SC classic
edit: meh, stupid spacing got messed up and I'm too lazy to fix it. Supposed to be straight roads up and down on the right too... mirror it about the center.
