Sim City 3K on Win2k

I'm running Sim City 3000 (not Unlimited) on Windows 2000 Professional, and the game seems really slow. It's using 100% of CPU resources. When I say the game is slow I don't mean the animation, I mean the days go by REALLLY slow...like I've been working on this one city for about 3 hr. now, at full speed and it's in the year 2008 (I started the city at 2000).
Also, whenever I'm playing it, my computer will all of the sudden restart for no reason at all. I'm using the FIC AZ11 motherboard, with a IBM 40gb hard drive, 700 Duron, and 128mb of ram. Any help?
