Sim City 3000 Unlimited - Windows XP

The problem I am experiencing is this:
When I load a larger city (i.e. Madrid) in Windows XP, the performance is horrible. As the day changes in Sim world, I experience a ~3 second pause for each day that it changes. When I run the game at a faster speed, since the days pass quicker, the game becomes one long pause: UNplayable.
Hmmmm.... I thought to myself, maybe it's XP? I install it on Windows 98SE, load up the same city (Madrid), and presto, I don't have the annoying pauses! It runs rather smoothly!

What the hell is this? I think to myself. After countless hours searching the newsgroups, I still can't solve the problem. Why is there such a big performance difference between the two OS'es? Any suggesstions?

Those of you have SimCity3000 Unlimited, and are running XP, or maybe even 2000, and you feel like it, install the game, and try loading the Madrid city. Do you get the same pauses?

I'm almost out of options here. PLEASE HELP! I'm running out of ideas. And I really want this game to run smoothly.
