Sim City 3000.... How to get high tech industries?

as the title says.. anyone know the way to go about doing this?

ordinances .. and high industry.

ordinances.. well i've activated ALL of them, and taken off the ones that the city wants me to... and what do you mean HIGH industry?
I have a lot of industry, all dense, by seaport and all... but I can't get these high tech jobs or whatever.......

I'm pretty sure. I haven't played it in a long time. But if I recall correctly, low density is for your high tech stuff.

Look at an FAQ to find out for sure.

I've tried looking but I really can't get any suggestions to work..... I'm not gonna try the cheats, either.
